Rule changes to ARTC’s Victorian TA20 Code of Practice for Victorian Main Line Operations
ARTC will implement a rule change to TA20 on the 3 July 2022 at 0001hrs AEST. The change is about the issue, receival and recording of a Signalmans Caution Order.
The information will now be contained in TA20, Section 4 – Defective Fixed Signals Rule 3, e, f and g Trailing Points: Defective Home Signal at ‘Stop’. Inclusive of change to the Signalman’s Caution Order form 2377.
Who will be impacted?
RIW cardholders who hold any of the following Victoria based roles on their RIW profile must complete a one hour briefing package to remain valid. This will either be delivered online via the RIW E-Learning platform or by your organisation. ARTC will provide further updates soon, including details of what type of briefings (E-Learning or organisation training) needs to be completed for cardholders who are impacted.
Roles (VIC only) impacted by the upcoming changes are:
Network Controllers
Rail Traffic Crews (Drivers)
ARTC – Safeworking Level 1 – Victoria (RIW role holders)
ARTC – Track Vehicle Operator – Victoria (RIW role holders) (Excluding Road Rail Vehicle Operators)

FAQ
I am an RIW Employer Admin and one of my RIW cardholders is impacted. What do I need to do?
As an RIW Employer Admin, you will be required to ensure the impacted cardholder(s) complete the relevant briefing either via RIW E-Learning or face-to-face organisational training.
If the RIW cardholder is required to complete the E-Learning component, you will need to enrol the cardholder into the course.
What is required from the impacted RIW cardholder?
As the RIW cardholder impacted by this change, if you are enrolled in the E-Learning course you will need to complete the online amendment before 03 July 2022 to remain valid. Please refer to the article How does a cardholder login to an E-Learning course for more information.
