To ensure we adopt best practice when verifying high-risk competencies and reduce the potential for fraudulent competency certificates, the RIW Program will implement the following protocol over a 6-month transition period commencing 1 July 2022.
All Registered Training Providers (RTOs) issuing Network-Based competencies must aim to comply with the following three options when issuing certificates:
The RTO can introduce QR codes on all Network-Based competency certificates issued to students to ensure back-to-source verification can be performed by the RIW Service Desk. There are several third-party providers who can assist with this.
The RTO can use a fee-for-service offering by the RIW Service Desk to upload network competencies to the RIW cardholders’ profile on the RTO’s behalf. A service request will be made available soon on the RIW website to facilitate this
Fee per upload: Single or batch loading of competencies @ $1.50 per competency upload.
Hourly rate: RIW Service Desk can upload competencies @ $120 per hour. Note: a minimum 4-hour block must be procured.
Monthly Service Fee: On quote.
RTOs may use a combination of any or all of the options.
Network-based competencies issued from 1 January 2023 that do not comply with the above options will be rejected during verification by the RIW Service Desk.
Direct application process for an RIW card To support changes to the network-based competency verification process, workers new to rail can now directly apply for an RIW card, allowing an RTO to provide training and immediately upload the competency to their RIW profile.
NOTE: The cardholder is temporarily “employed” by Metro Trains Australia for 14 days from the issue of their RIW card. After this, the cardholder will need to organise a new employment relationship to ensure their RIW card can continue to have competencies directly uploaded by an RTO.
Card applications are completed in approximately two business days.
